REGULATORY SOIL AND GROUNDWATER ASSESSMENTS

In addition to Phase II ESAs, there are other types of soil and groundwater assessments (or investigations) that are sometimes required. These assessments are usually required by the various environmental regulatory agencies, which stipulate their own protocol for these site assessments.

Usually these environmental assessments are site-specific to meet the terms of previous negotiations with a regulatory agency. For this reason, it is important to skillfully negociate the terms of these assessments, because once they become an official order, it is difficult to get them changed.

It is our objective to successfully conduct these soil and groundwater assessments in the best interest of our clients, while satisfying the requirements of the regulatory agencies. 

ENVIRONMENTAL SAMPLING, MONITORING, AND REPORTING

If your business or industry is required to perform routine groundwater, storm water, waste water, indoor air quality, or other environmental monitoring, we can perform this monitoring for you. We have extensive experience in environmental monitoring and reporting for a wide array of facilities and agencies. We will schedule your routine sampling events on our ongoing sampling calendar, and take care of these sampling and reporting requirements for you in a timely manner. 

REGULATORY PERMITS, PLANS, AND REPORTS

There are several regulatory permits, plans, and reports that may be required for your facility, depending on the nature of your business or industry. Some of these permits and plans require ongoing environmental sampling, reporting, and/or annual updating.

We have helped many businesses determine what permits and plans that they are required by law to have in place. We have also helped them to write and to maintain the requirements of these permits and plans including routine sampling, reporting, and updates.

ASSISTANCE WITH REGULATORY COMPLIANCE

Complying with state and federal environmental regulations can be difficult and tedious, especially for businesses that cannot justify a fulltime environmental professional on their payroll. The regulations are extensive and often confusing, making it difficult for businesses to understand what they must do to get in, and stay in compliance.

It is our professional expertise to help businesses solve their environmental compliance problems, and help them stay in compliance with the environmental regulations that apply to them. 

NEGOTIATIONS WITH REGULATORY AGENCIES

If you have received a notice of violation (NOV), or a fine from the state DEP informing you that your business is in violation of the environmental regulations, then we can help you. Or, if you have been informed that you must conduct environmental sampling, or a site investigation to determine if contamination exists at your site, or to delineate the extent of contamination found on your site, we can help you.

In the past we have helped many businesses resolve these and other types of regulatory issues with a limited amount of grief and expense to our clients. Most regulatory agencies will work with environmental professionals and will accept their proposed plans of action if they meet the spirit and intent of the law. The key to successful negotiations with these agencies is technical knowledge of environmental science, knowledge of the regulations, and the ability to work with people to achieve a common goal in the best interest of all parties involved. 

WASTE MANAGEMENT SERVICES

If your business generates RCRA hazardous or industrial non-hazardous waste, we can help you properly manage your waste in accordance with the state and federal regulations.

All hazardous wastes must be properly labeled, stored, documented, and disposed within the designated regulatory time clock. Waste generation, storage, and disposal documentation, including waste profiles and manifests, must be properly maintained on-site. Improper waste management can result in a notice of violation (NOV), and the ongoing scrutiny of the regulatory eye. Good housekeeping and proper waste management are crucial to regulatory compliance.

We have helped numerous businesses to properly manage their RCRA hazardous and industrial non-hazardous waste in accordance with all applicable regulations.

WASTE CHARACTERIZATION

As a part of our waste management services, we also provide waste characterization services to properly characterize your company's wastes. We have years of experience in sampling and characterizing hazardous and non-hazardous wastes.

Although we do not transport and dispose of wastes, we network with other companies that do. In this way we can provide all of your waste management needs with one phone call. UST AND AST SERVICES

UST COMPLIANCE STATUS

We will perform an on-site evaluation of your UST or AST system to see if your system has been upgraded to the current standards. We will provide a report of our findings, including any deficiencies and recommendations for additional upgrades or modifications to your system as necessary.

All compliance evaluations are strictly confidential. We are working for you, and all evaluation findings are kept in the strictest of confidence.

UST  & AST CLOSURE

If you are required by the state, or you just decide to close your UST or AST system, we can perform the closure for you. Regulated tanks must be closed by certified removers, and according to regulation protocol. Improper closures can hinder the tank owner from receiving a letter of no further action (NFA) from the state to get official closure. Therefore, it is important to use a reputable and experienced remover to prevent potential problems in the future.

We have closed numerous UST and AST systems over the years, and in most cases our clients have received NFAs without additional site assessment or remediation. Of course, no one can guarantee that contamination does not exist at a site, or that a site assessment or remediation won't be required, but proper closure activities often can prevent the need for these.

In addition to the closure activities, we also provide a closure report, which describes the closure activities, and provides the laboratory analytical results and other closure documentation required by the state. We specialize in writing technical reports that satisfy state regulatory agencies.

UST SITE ASSESSMENTS AND CORRECTIVE ACTION PLANS

If the state requires a site assessment (or investigation) on your UST site, we can perform this work for you. 

We have conducted numerous UST site assessments, and have been successful in negotiating reasonable assessment requirements with  state agencies. Generally our site assessment conclusions and recommendations have been accepted by the state, and often times closures have been achieved without remedial action.

If the state requires that a Corrective Action Plan (CAP) be developed for your UST site, we can also perform this work for you. We have successfully developed CAPs for our clients that were both cost effective and accepted by the state UST agencies.

UST CORRECTIVE ACTION

If the state requires corrective action (remediation) on your UST site, we can perform this work for you. We have the capabilities to design, install, implement, and maintain corrective action systems. For contaminated soils we also can perform dig and haul, which often times is still the most cost effective option.

UST RISK BASED CORRECTIVE ACTION

On UST sites where risk based corrective action (RBCA) is an  acceptable option, we can perform Tier I & II risk based closures for you. (Note: Only in extreme cases is a Tier III RBCA closure a viable alternative).

The RBCA option is especially useful on sites where other remediation options are either not feasible, or would be very costly.

In a nutshell, the concept of RBCA is to show by land use,  groundwater use, as well as by fate and transport models, that soil and/or groundwater contamination underlying a site is not a risk to human health or the environment.
